Constitution
and By-laws

Constitution
- Name
- The name of the
organization is Wisconsin Archery Alliance, doing business as
Wisconsin Archery Alliance (WAA). WAA may establish such
acronyms or abbreviations as may be appropriate for business
use, and may establish logos, service marks, or trademarks as
may be appropriate to further its purposes, mission recognition
and goals.
- The organization may
at its pleasure by a majority vote of the Executive Board change
its name.
- Not-for-Profit Status
- The WAA shall be a
not-for-profit organization licensed pursuant to the laws of the
State of Wisconsin. WAA shall be operated for charitable and
educational purposes. WAA shall operate consistent with and
shall maintain a tax-exempt status.
- Mission & Purpose
- The mission of the WAA
is to promote the sport of archery in all forms, encourage
participation in NFAA and US Archery tournaments, and foster
good sportsmanship among our members.
- The WAA supports the
principals of, and abides by the rules, regulations, procedures
and policies adopted by the National Field Archery Association.
- The WAA shall be the
governing association for NFAA activities within the state of
Wisconsin and may promote individual programs to create more
archers and members.
- Membership
- WAA shall offer
affiliated membership through the National Field Archery
Association (NFAA).
- Members of the
NFAA who claim Wisconsin affiliation shall become members of
the WAA. A portion of the dues paid to the NFAA will be
returned to the WAA.
- Members with an
NFAA affiliated membership are eligible for awards in any
NFAA affiliated tournament hosted, at least in part, by the
WAA or a member club.
- To be eligible for
this membership, members must prove Wisconsin residence.
- WAA shall offer a
membership for NAA members that are not NFAA members.
- The fee for this
type of WAA Household Membership is $15 per household,
payable to the WAA.
- Membership of this
type does not require Wisconsin residence.
- Members of this
type are eligible for awards at tournaments hosted, at least
in part, by the WAA, except tournaments required by the NFAA.
- Executive Board
- All WAA officers,
directors, and representatives must be WAA members.
- WAA officers shall
abide by the Duties of Officers presented in the NFAA
Constitution and By-laws.
- The WAA shall elect a
President, Vice President, and Secretary Treasurer bi-annually.
Each shall serve a term of 2 years, beginning October 1st
and ending September 30th. Elections for these
positions shall take place at the regular fall meeting of the
odd year preceding the term of office.
- The WAA shall elect a
NFAA Director bi-annually. The Director shall serve a two-year
term. Elections for this office will occur at a regular meeting
in April of an odd year. The elected official will take office
immediately.
- The WAA Executive
Board may appoint representatives at any regular meeting.
- The WAA Executive
Board may form committees and appoint members to committees as
needed.
- Meetings
- WAA Executive Board
Meetings shall take place seasonally at a time and date
convenient to the majority of the Executive Board. Meeting
dates shall be scheduled at regular board meetings.
- The annual Board of
Directors' meeting will take place in April.
- Voting
- Representatives and
officers, including the President, Vice President,
Secretary/Treasurer, Director and Area Representatives are
eligible to vote.
- Whenever possible,
votes shall be taken by a verbal call of all voting members
present at a regular meeting.
- An electronic vote may
be called and conducted by the President when necessary between
meeting dates.
- A secret ballot may be
taken if the Executive Board deems it necessary, but should be
used sparingly.
- Areas of Responsibility
- The WAA Executive
Board shall be responsible to the WAA Governors' Council at
their annual meeting for any and all actions taken by that board
throughout the year.
- The NFAA Director
shall be responsible to the membership, the NFAA clubs, and the
WAA Executive Board, in that order.
- The President shall be
responsible to the WAA Executive Board and to the membership,
through Governors' Council, in that order
- The
Secretary/Treasurer shall be responsible to the Executive Board,
to the Governors' Council, and to the WAA President, in that
order.
- Automatic Temporary
Suspension of Executive Board Members
- Whenever the Executive
Board member is elected to the office of President, Vice
President, Secretary/Treasurer, or NFAA Director of the WAA. He
or she shall automatically be suspended as a representative of
his or her area, effective September 30 or the day before his or
her new term begins, as an officer's first duty is to the State
Association.
- For all other functions of
governance, meeting & voting procedures, and duties of officers, the
WAA shall refer to the Constitution and By-laws of the National
Field Archery Association.
By-laws
- The Wisconsin Archery
Alliance will abide by the rules found in the Constitution and
By-laws of the National Field Archery Association concerning all
NFAA affiliation business and events.
- The Wisconsin Archery
Alliance will abide by the rules found in the Amended and Restated
By-laws of the National Archery Association of the United States
concerning all National Archery Association/US Archery or FITA
format tournaments and any other affiliated business.
- Tournaments
- The Executive Board
shall accept and finalize all state tournaments bids.
- The Executive Board
shall determine the competitive events, the time, and location
of both the Indoor and Outdoor Championship Tournaments. The
Executive Board shall set the tournament fees.
- Competition in
tournaments shall be open to any person, providing the guest
abides by the rules set forth by the NFAA & WAA.
- Members of both
the WAA & NFAA are eligible for awards in all WAA sponsored
tournaments.
- Members with WAA
membership only are not eligible for NFAA format tournament
awards.
- Guests may shoot
for the same fees, but will not be eligible for awards.
- Entries for all NFAA
required state tournaments may be made to the registration
committee in advance of the tournament or may be made to the
registration committee at the time the tournament is held
subject to the late registrations policy.
- Registration
procedures for all other tournaments may be determined by the
tournament committee or Executive Board.
- Those who register for
but do no shoot a tournament are entitle to a 100% refund if
notice is given up to seven days prior to the tournament. A
five dollar fee will be charged up to seven days after the
tournament, for emergency situations only, which will be
reviewed by the tournament committee.
- Late registrants will
be charged an additional fee on top of the current shooting
fee. This policy will be at the discretion of the tournament
committee and may be reviewed annually.
- All Scorecards must be
turned in no more than one half hour after a line is done
shooting for the indoor tournaments and no more than 1 hour
after the tournament is complete for the day for outdoor
tournaments.
- Regulations for
specific tournaments are found in Appendix A.
Appendix A
Wisconsin Archery Alliance (WAA) Open Tournament
Purpose: This tournament's purpose is to introduce archers to a NFAA
sanctioned outdoor round.
Eligibility: The WAA Open
Tournament shall be open to all archers. No membership is required.
Shooting Fees: Fees shall be
$8.00 per archer.
Professional archers
will pay $8.00 shooting fees and $15 pro-purse.
100% of the purse
will be paid back.
Registration: Registration
Opens at 8 a.m. And closes at 3 p.m. (if a two-day shoot, it will close
at
2 p.m.
On the second day.
Pre-registration is not required for this tournament.
Round to Be Shot: Any NFAA Sanctioned round may be chosen. The host
club decides.
The host
club also decides if this is a one-day or two-day shoot.
Host Information: Host club must be a charted NFAA/WAA club.
Clubs must
enter bids with the Executive Board.
Host Club
must have liability Insurance.
Styles & classes, shooting
rules and equipment rules will follow the NFAA Constitution and By-laws.
Other: Ties will be broken by number of Xs, 10s, 9s, 8s, and so on.
Wisconsin Archery Alliance
Outdoor Field Championship
Purpose: This tournament will
serve as our Outdoor State Championship, as required by the NFAA for
affiliation.
Eligibility: Only WAA/NFAA members are eligible for awards. The
independent WAA membership does not qualify a member for
awards. All others may shoot as a guest for the same fees.
Shooting Fees: Adults $20
Husband & Wife $30
Parent + one child $25
Family $40
Seniors (55+) $15
Young Adult (15-17) $10
Youth (12-14) $8
Cub (11 and under) $7
Professionals $45 ($20
reg. & $25 purse)
Registration: Archers may
pre-register or register before shooting begins on day one. Late
registration fees may apply.
Start time on
day one will be 8:30 a.m. assembly, 9 a.m. shotgun start

day two will be 7:30 a.m. assembly, 8 a.m. shotgun start
Round to Be Shot: Day one consists of 28 field and 14 animal targets.
Day two consists
of 28 hunter targets
If day one is
canceled due to weather, 28 field will be shot on day two for the
Championship
Host Information: Host club
must be a charted NFAA/WAA club.
Clubs shall
enter bids with the Executive Board.
Host club
must have liability Insurance.

classes, shooting rules and equipment rules will follow the NFAA
Constitution and By-laws.
Tom Holderman Memorial Shoot
Purpose: This tournament is
set up in memory of Tom Holderman
Eligibility: WAA/NFAA as well as those with independent WAA memberships
are eligible for awards. All others may shoot as a guest for
the same fees.
Shooting Fees: Adults $20

Wisconsin Archery Alliance FITA I
18 meter
Purpose: This tournament shall serve as the Indoor FITA I 18 meter
championship.
Eligibility: WAA/NFAA as well
as those with independent WAA memberships are eligible for awards.
All others may shoot as a guest for the same fees.
Shooting Fees: Fees will be
set by the Executive Board and will be reviewed annually.
Registration: Registration
times may vary and will be set by the Executive Board anually.
Late fees are
not applicable.
Round to Be Shot: Competitors
shoot a FITA I 18 meter round as defined in the NAA By-laws.
Host Information: Host club
must be a chartered NFAA/WAA club.
Clubs shall
enter bids with the Executive Board.
Host club
must have liability Insurance.
Styles & classes, shooting
rules and equipment rules will follow the Amended and Restated By-laws
of the National Archery Association of the United States.
Wisconsin
Archery Alliance FITA II 25 meter
Purpose: This tournament shall
serve the Indoor FITA II 25 meter championship.
Eligibility: WAA/NFAA members

for awards. All others may shoot as a guest for the same fees.

set by the Executive Board and will be reviewed annually.

Wisconsin
Archery Alliance Badger Pro Am
Purpose: The Badger Pro Am is
an open registration shoot.
Eligibility: No membership is
required to be eligible for awards.
Shooting Fees: Championship
Divisions: $75
Flight
Division: $25
Under 18: $10
Registration: Pre-registration
is required.
Shooting
begins at 8 a.m. both days
Host Information: This
tournament is hosted by the WAA and is not open to bids from chartered
clubs.
Divisions: Men's Championship,
Women's Championship, Bowhunter Championship, Senior
Championship, Flights, Young Adult Male and Female, Youth Male and
Female, Cub Male and Female.
The Bowhunter
Championship Division will follow all equipment rules for the NFAA's
Bowhunter Freestyle division.
There are no
equipment restrictions in any of the other divisions.
Other shooting and scoring
rules will follow NFAA Rules as found in the NFAA By-laws.
